Receiving Error Code 0x80004002 when trying to Test Log to a Text File

The error "0x80004002" is thrown when performing the configuration test run. OPC Data Logger is unable able to connect to the server using the Connectivity Test under the Data Collector, using "Get Server Status". Other OPC Clients on this machine that can connect to the server without any errors. What causes this behavior?
This problem can be caused by a corrupt install of the Microsoft .NET 3.5 Framework on the PC where OPC Data Logger is installed. If you are seeing this problem, you can try the following to correct it:
  1. Open 'Turn Windows Features On or Off.'
  2. Ensure that .NET 3.5 is enabled. If it is already enabled, proceed to step 3.
  3. Disable .NET 3.5 and restart your computer.
  4. Re-enable .NET 3.5 and restart your computer once more.
