v5.2.134 - TOP Server Error When Opening License Utility

When I launch the TOP Server License Utility I get the following error message.  How can I resolve this?

This error only occurs with v5.2.134. This version has a known issue where it can not be licensed. Future versions have remedied this issue; otherwise, downgrading to v5.2.133 can resolve the error.

Please uninstall this version and download the latest version of TOP Server, or request the v5.2.133 installer.
