Modbus Serial: RTS Control settings are greyed out

The RTS control Settings are for use with Manual RTS Flow Control, this is set on the Communications tab of the channel properties dialog box.
The two things that can cause the RTS Control Settings to be grayed out are:
  1.  they are not enabled, or
  2. they are enabled and a client application is connected to the server requesting data.
