Error 10013 (Winsock v2.0 unavailable)

Why does the OmniServer fail to ping the TCP device with Error 10013?

This error occurs when the OmniServer is unable to open a local Winsock v2.0 connection.  The Error can be eliminated by closing the OmniServer and running the OmniServer as an Administrator (Right-Click ⇒ Run As Admin)
