Disable TOP Server Runtime Service Dependency on Windows Telephony Service

The TOP Server Runtime Service depends on the Windows Telephony Services API (TSAPI). If that service is not started, you could receive the error above.

It is possible to remove this dependency in version 5.12.140 and later by doing the following:

Open the Windows Services Console (services.msc)
Locate the service called "Telephony" and disable it
Right-click the TOP Server icon in the system tray
Go to "Settings"
On the "Runtime Process" tab, change the "Selected mode" to "Interactive"
After changing to "Interactive", open it again and change back to "System Service"

I am getting an error when trying to start TOP Server that says "Failed to start server runtime in service mode: The dependency service or group failed to start".
