Cogent DataHub --> Server Status: Shutdown

When the UA Server settings are applied, Server Status cycles through Starting > Stopping > Shutdown and stays in Shutdown.

This is a possible issue with user access to the configuration directory and reading the UA certificates. The access restrictions can be removed by moving the directory through the DataHub's Service Manager tool or running the DataHub using a different user with elevated user permissions or access to the current configuration directory.
