TOP Server 6.x Installer Error "CreateProcess failed (1603)"

This can occur when Microsoft Windows Group Policy settings does not have "Prohibit rollback" set to "Enabled"

Click the Start button and type in the search field the following command: mmc gpedit.msc
Navigate to the folder: User Configuration\Administrative Templates\Windows Components\Windows Installer
There are four settings, change the following: "Prohibit Rollback" from "Not Configured" to "Enabled"
Reboot the machine
Start the installation of TOP Server

I am getting a "CreateProcess failed (1603). Please rerun install." error when I try to run my TOP Server v6 installer - it appears this happens when the prerequisites are checked. How can I install TOP Server v6 on my machine?
